Racist shitposting aside, Pokemon has made well designed black characters in its art style before, Lenora being the obvious example. Focusing on the eye colour and nose is stupid, all Anime characters have unnatural eye colours and non-existent noses. The detail that makes a character look black in Anime is the lips and Hair, and it's easy to see that Nessa is lacking in those department. The lips is also the reason why Iris doesn't really look black. It takes just some minor editing for Nessa to look much more recognizably black without making her look ugly, like OP's bait pic does.
