You can get a growlithe and a fire stone before the first gym, and since all it's moves have no level associated with them you can just go to any pokecenter to "relearn" an endgame moveset and bulldoze the game with it.
It feels almost like an oversight, but apparently you can do the same thing in SV so I guess it's not an accident.
