This is one of the only Pokemon models I've seen where it's all one object, rather than a few. I wonder if this mapping is done to try and avoid overlapping UV's, or if it was all one texture at some point.
Also, Hydreigon only has emission maps for the head texture. So either they aren't used, or they work in a way I don't understand.
