I'll post my method here in case anyone meets the requirements in the OP. This is extremely convoluted, just a warning.
1. Put your game into the transfer pak
2. Download this
https://a.pomf.cat/rgdawh.zip and put it on the root of your everdrive sd card
3. With the transfer pack inserted, open Gb64.z64
4. Dump the cartridge's save
5. On your 3DS, download the corresponding VC version of your game.
6. Inject the save from the transfer pack with JKSV.
7. ???
8. Profit!
