If there is two things that Gary/Blue does that usually piss people off, its that he is always one step ahead of you and he battle you at the worst possible moment. He HAS the power to beat team rocket in Silph Co but he decided to camp in the 2nd to last room just to prove that he was there right and fight you with his Pokemon that was arguably harder than the Boss in that building.
