The other part where that design failed, I think, is that nobody needed an improvement to believe the shell was any harder. We never needed Blastoise's shell to change for its durability to be believable. Hell, look at Chespin's Pokedex entry:
"Such a thick shell of wood covers its head and back that even a direct hit from a truck wouldn't faze it."
