I did this the other day as a concept.
Needs to be redone properly.

Basically, the first evo is based off stargazers and male anglerfish while the second evo is based off the female.
Uses a pokeball style bait and has tiny lures hanging off it much like male anglerfish hang off the females during mating season

Just drummed up a quick rough Anglerfish pokemon.
Water/dark

First stage is based on a stargazer and a male anglerfish
Second stage is based off a female anglerfish, lure is pokeball (seems to work for in game fishermen) and it has lures hanging off it like real males would hang off it during mating season.
