So, last thread the surf tool discussion emerged again. Let's strike the problem in the center before it becomes a shitstorm.
Issue: There are items that are replacements for HM so you can progress without having to catch HM slaves/wasting moveslots. The problem is, Surf didn't get to the survey threshold of getting one, since it was just below the cut-off point.

b) the survey had its own issues (>defog)
c) the last and least, water routes seem to be the first choice for getting a bypass crutch.
Now, I don't want this post to feel like garnering attention for or against any option or anything, but a confirmation of what people want would be in place here imo.
