We've seen Mega Altaria doing something similar with a celestial background, could be the Fairy type appeal. This one, with roiling clouds and bursts of power, could be Dragon. There's also an image of normal Altaria flying through the sky in a similar looking animation, maybe the Flying type appeal? Total, baseless, speculation.
