IF gamefreak were to do something like that, they'll most likely fuck up by being lazy. For one, they'll make the enemy pokemon's level match yours, but they'll probably wouldn't be arsed to make sure those pokemon have useful moves. That would lead to retardation like pic related.
Moreover, I would bet that they wouldn't even care to make sure enemy pokemon are actually evolved if their levels are high enough.
