I would say the same thing also applies with the therian forms, where Tornadus and Thundurus are primarily based on the fenghuang-dragon duo. The four symbols working as a secondary inspiration is a way to somehow include Landorus with the other two thematically, but also explain why we don't have a fourth genie to turn into a turtle.
