Well, for my Togepi...

I equipped with Soothe Bell or whatever it's called.
I activated Befriending power level 3.
Then I used 10 vitamins on it.
I then gave it a massage and a colorful juice drink.

I think it was at max happiness then. If not just give it some more vitamins and/or used ev reducing berries until it hits max.
