To upload a custom save, all you have to do is use the Homebrew save manager app (it's included in all of the custom starter packs I've uploaded so far, inside of the 3ds folder), and backup a save with said custom starters installed in them. Then you compile the newly created savedatabackup folder and the 3ds folder containing the save manager app into a .zip file, and upload it somewhere like Mediafire or Mega.
