A Pokemon from the Hoenn region, what little you've heard of them from documentaries implies that they are a strongly jubilant Pokemon that never emit an emotion other than joy, and are always constantly dancing, even in times of seriousness. Their fast footwork gives them the awe-inspiring ability to dance to literally any song in existence.
The Ludicolo in question says nothing and /does/ nothing other than dance repeatedly to a cheesy Lentimian tune that sounds like it's coming from a very scratchy radio with more static in it than music.
