Then, make it focus on either defense traits or special attacks, to contrast the predisposition of fast water-types physical attackers. If nothing of this can be done, then make it extremely fast AND able to get a signature skill or move. Something that causes attraction and confusion easily and readily on the opponent, to be able to stall out games like that.
See? A niche other Pokémon doesn't has, and all you needed to do is give it minor changes. Furthermore, all of this still fits the idea of Luvdisc. A fast fish that would rather not fight and avoid conflicts.
