If we take the Loon inspiration a little bit more literal and base if off of the bird and make it crazed - like some sort of berserk fighter? And for the weapon we could go with axes. It's got little ax-head shaped wings in the first and second stage. Not sure what to do for the final stage.... And it should have a mohawk like this duck.
Maybe Water/Steel? Or Water/Dark?
