Before you say otherwise, let me just inform you that just because it isn't "unseen" in the meta or in-game doesn't mean that it's liked. I am the only person with observable, consummate passion for Manectric out there. Sure it isn't some completely irrelevant NFE who some see some sort of charm in latching onto by virtue of its lack of attention, but Manectric is wedged in-between the worst place it could be, not being completely unheard of but receiving enough external, mechanical attention so that no one will go out of their way to search for it and bring it into the spotlight. So, by virtue of actually being middling in popularity, Manectric is the single most ignored pokemon in existence. You might bring up the mega but all the mega did was provide it some unappealing, unwieldy looking abortion of a temporal form that subjected it to never getting any buffs to its base form ever again. The mega evolution only relegated it to obscurity even more, only ever being highlighted for being "another mega" or a minor convenience because you happened to have a Manectric on your team until you could find a more mechanically viable Electric type with a base stat total above 475. In addition, Raichu got buffed to 485, this is blatant Gamefreak shillmon favouritism. Manectric never got a buff and never will now because Gamefreak thinks that their gimmick form they granted to pokemon after random rolls are all the service they need to provide to them. It doesn't even have a low enough base stat total that it will inevitably receive a significant, incalculable buff like pokemon that have a base stat total of 450 or less will. You never loved it, you never went on its bulbapedia page looking for adaptational losses just to get irate at these events, instead you're looking for a safety net for other pokemon with absolutely no controversy or stigma attached to them so that the only people who address you will be people who already agree with you or hold nominal passion for it.
