But for me, the biggest enigma when it comes to the beta Raikou and beta Suicune is the fact that the final Raikou and Suicine we have today were once a fusion, and I have no idea where that would place the beta Raikou and beta Suicine designs in the timeline, unless they were entirely meant to be placeholders the whole time. Beta Suicune is called the Milky Way Pokemon in the Spaceworld '97 beta, and Milky Way means Silver Road in Japanese, so you could say Suicune was the original Silver mascot, so that must mean Suicune was it's own Pokemon the entire time.
Is this just the first redesign of Raikou that ended up being redesigned a second time into the Raikou and Suicune we know today, and I'm just reading into it wrong by believing this meant that there were only two Legendary Beasts before the finalized designs of all three we have today?
