anyways, I didn't know pidove evolved this early
bulbapedia says it evolves at level 21 so this has to be a mod change
I also think that the stat changes displayed when a pokemon levels up are just referring to the pokemon's actual current stats
I'm not sure why it shows the decimals anyways
