As long as your opponent is not at +2 already and you have anything that can 2HKO the evasion user, you also have a better chance of hitting it and KOing it than your opponent has to live them, just by using strong moves
that aren't already unreliable under normal conditions, like Focus Miss or Hydro Pump.
So evasion, where allowed, is also only really viable on a handful of Pokémon. Minimize users (which have additional counters in moves like Body Slam or Phantom Force that deal 2x damage or force the opponent to switch) and Pokémon with Simple can get to high enough Evasion levels quickly. Bulky Pokémon can use Double Team like any other boosting move, ideally while hiding behind a Substitute. Evasion can also fit nicely into a Baton Pass chain.
The hax factor doesn't and shouldn't matter if you are playing on a ladder, as it measures your long-term performance. If you lose 1/3 of your battles against evasion users, either just deal with it or work in some counter.
The only environment where an evasion ban might make sense are tournaments, but hax becomes less of a factor if the format is best-of-x.
