Penny is more likely to involve with Team Star, maybe she reveal to be a member or leader of Team Star, Her profile entry mention that she is skipping class so maybe she is getting bullied by a group of student which cause her to skip school and eventually join Team Star. Maybe she somehow gets the other version mascot and goes through drastic change to become a final villain who wants to destroy the academy because of all the bullying she suffered.
Maybe she was designed to look so boyish to throw us off until she reveal to have an "Z powered form" that turn her from 0/10 to 10/10 female character.
