That being said, Pokemon had really only started becoming REALLY shitty since they went 3D. Nearly every generation after gen 5 has had a record low of new Pokemon. Creatures Inc., being both a major owner of the franchise and the company that models the Pokemon, probably had a lot of say over not just how many new Pokemon there are, but also what kind of animations they have in and out of the world.
I think that what's happening here is that Creatures is still involved with Pokemon in general, but that GF will be hiring a new modeling and animation company.
