There's no reason why Mareep should take four times as much damage as Skiddo from getting mud thrown in its face, all other things equal. Or why Liepard takes four times as much damage when Joltik bites it as opposed to Mightyena.
My headcanon is that Pokemon and moves have some sort of "aura" that's responsible for the elemental rock-paper-scissors.
