3 Teams have one pokemon appearing more than once, 2 teams in Emerald. Phoebe has 4 pokemon that are repeats, two Dusclops, two Banettes.
ORAS doesn't fix this. Only changing Phoebe from having 2 Dusclops, to one NFE Dusclops (no everstone) and a Dusknoir. Similar to Drake.
DPPt on the other hand has no NFE. No repeats either.
Diamond and Pearl/BDSP even mix things up by having them use non-type specialist pokemon.
As far as using shitmons, all in-game opponents do. Most players too.
Regardless, Hoenn has probably the worse Elite 4 in any game given the pool of pokemon they had to draw from.
