That's the point. If you make really overpowered Pokemon and give them a shit typing, that doesn't make the typing good. Zacian-C could've been Bug/Normal type and it STILL would've gotten banned in Gen 8.
Also, Ice only had 1 banned Pokemon in its entire existence until Gen 8, that being Kyurem-W. Not even Kyurem-B could get banned from OU because Ice is a shit type. To this day, the number of Untiered (IE not viable in any tier) Ice types outnumber the Ubers Ice types.
