As for why they're bringing Lillie into the game this soon and even for free, I can only guess they want to give Masters a huge popularity boost to ressurect interest until the new gameplay experience comes February with the Battle Villa and Sync Grid. Making her a Legendary kinda makes up for it, though. She will be in the game, but only during limited periods of time. I fully expect we will get a truly scoutable Lillie only after a long time has passed.
