The idea that new gyms need new pokemon came with gen 3, which was the first "reboot" gen (other one being gen 5) and gave us an entirely new generation largely disconnected from the first two.
This is something zoomer faggots don't understand. There is nothing wrong with Johto gyms having largely Kanto mons. The "wild distribution" argument is also retarded because gen 2 has actually really good distribution. Many late-game pokemon in gen 1 are available early on in gen 2 like Scyther. Onix and Gastly are available even before you get the first gym badge.. there are many cases like this, but it flies over your head because you are only obsessed about Murkrow or Houndour for some reason, while ignoring the plethora of new mons scattered throughout Johto mixed with the original mons.
