It could be considered wasteful to mindlessly dispose of an able-bodied mon still capable of carrying out its purpose, though If a pokemon at any point threatens the stability and prosperity of Man, they should be mercilessly disciplined and dealt with, so that they never dare do it again, and others may learn from it. This would include crimes such as stealing from Humans, harming Humans, destroying Human property and acting in a way that disturbs the peace.
If a Pokemon shows to be unwilling to adhere to the rules of it's superiors, especially if it's wild and untrained, it is highly encouraged to put it down, so that other Pokemon may learn from it's fate and better learn to fulfill their purpose.
Of course, if a guilty pokemon should happen to commit a crime, the weight of it's sin would be distributed between trainer and pokemon, for the former's failure in properly educating his property.
