Water shouldn't be weak to Ice, but it also shouldn't resist Ice.

Agreed about Rock and Ground being fused together into Earth though, you just need to come to an agreement how both rocks and grounded attacks should affect flyers (maybe just make it a blanket immunity to grounded attacks regardless of type but that could make them overpowered).
