"Cheating" as in bypassing the P2W mechanics in the game as well as the dumb and tedious minigames you need in order to make a team.
Because of the P2W mechanics and GameFreak's refusal to add a proper teambuilder, it is 100% justified to "cheat".
And fyi this isn't cheating. REAL cheating is using aimbots, wallhacks, command scripts, AI, etc.

Just a reminder that Pokemon is P2W. Several top Pokemon are locked behind a paywall that someone at some point had to pay money for, and is much easier to obtain by paying money yourself.
So long as any game company (namely GameFreak here) keeps this P2W model, it's perfectly acceptable to cheat yourself.
