What I mean by that is, fans are OK with changing how the game is played by adding made-up rules, such as banning certain Pokemon, items, moves, or abilities; disallowing certain strategies; categorizing what Pokemon can be used in certain tiers; etc. But why hasn't anyone tried to go beyond that?
It seems people are willing to fix the game only to a certain extent. But imagine if someone were working on actually tweaking the game itself? Sites like Showdown demonstrate that the code has already effectively been re-written, so why not make branches of that which aim to fix the game from the inside? Remove issues like critical hits; modify moves that are otherwise useless; boost the stats of certain Pokemon; give new abilities to certain Pokemon that need them; rework the accuracy mechanic; etc.
Why haven't people tried to move in this direction yet? It can't have anything to do with "purity" or staying true to the games. After all, they already put globs of restrictions on things which could otherwise be done in-game. Why not start fixing the issues at their core instead of hacking around the edges?
