I would argue that Exp share isn’t a problem since it helps you complete the national dex faster. The real problem is the static gym level system.
You shouldn’t be able to over level. The game should automatically adjust battle levels based on the highest level in your party. Further, gym and league battles should limit your team to the number of Pokémon the opponent has or make all leaders have a full team.
