Ingame pokémon is not about being as powerful as possible. That's not just impractical, it's pointless. It's about being powerful _enough_ - and being powerful enough is pretty damn easy. If a mon is made weaker by its typing, or if it gets some redundant STABs, the game isn't going to be significantly affected - usually. You'd have to make a really good argument as to why one mon's typing is really important to a particular game.
Nobody is basing their decisions on what makes a mon more or less powerful. They're basing them off of what the mons look and act like. I don't think Feraligatr looks like a fighting-type, but the other anon does, and so he suggested that it could be water/fighting.
