I assumed Steelix is supposed to levitate for some reason and I doubt it's laziness because if you look at the other animations for stadium HAL laboratory cleary put effort into the animations. So Game Freak doing it in Sword Shield is probably just cuz the older games did it. The other aspects of Sword and Shield like the clipping, Dex culling, forced EXP share, etc. I don't defend.
