BW sold incredibly well for a late DS release and Nintendo themselves considered it a big success. The Japanese gaming industry as a whole was slowing down back then, due to the 2008 recession + the 2011 earthquake. There's no reason to single out BW.
I think people cling onto this myth of Gen 5 being a failure because they wanna feel like hipsters supporting the underdog, and it dovetails well with Gen 5 being the last gen to be in 2D and not have a transformation gimmick. "If only Gen 5 sold well, then GF would still be making good pixel art games and wouldn't be trying to compete with Yokai Watch" or something like that. There's a reason why Yawnfag loves to take the piss out of Gen 5.
