It's to to make an average consumer think, 'Oh look, I can see all my old favorites in the new game!'; but if you pay attention, they Pokemon shown are the ones actually in Galar Regional Dex. They never made that claim, but they were lying in how they framed the ad. GameFreak can claim it was never false advertising while trying to manipulate fans through false implications.
