I do believe MOST non-domesticated and domesticated pokemon don't do anything on their own. SOME of them do so however, otherwise a Pokemon like Team Rockets Meowth wouldn't exist. Obviously its not enough to make a difference (really more pokemon like Slowking and Oranguru should be doing more with the skills and abilities they have) but we can't deny that it happens.
