I've come to like both over time, but I do ultimately prefer Lugia. That said, while the Flying aspect is fine, it always puzzled me why the "Guardian of the Sea" would be part Psychic. Was it so it wouldn't have a quad weakness to its own underling, Zapdos? Was it so it wouldn't blatantly overpower its counterpart, Ho-Oh? I'm just confused.
