Idea being, anyone solely using their starter to try and cheese the fight (even if they're a Water type, which would be a physically-based mon so that Slugma and Magcargo put up some nominal resistance to its Aqua Jet), they'll only pull it off if they're overleveled enough to 1HKO everyone after Litwick uses Curse.
Basically made to fuck with kids, who are going to be confused by what the fuck Curse is and how it works.
