Dunno if that in your case means writing about it, finding like-minded individuals to roleplay it, getting some art commissioned, playing a run of Super Mystery Dungeon as an Oshawott, or just remaining content to dream about it, but there are as you can see plenty of options.
This is less a pro-tip and more just my opinion, but if you decide to go the PokeOC/Pokesona route, I find it's best to do the bare minimum needed to distinguish your character from a generic member of the species, usually through the character wearing accessories or through small design changes/imperfections to the 'mon itself. See examples like Absol OCs often having cracked horns, or pic related.
