It's not like May doesn't have any good Pokemon at all, but all her decent ones might be trapped in the PC storage system. The six on her team are the ones she singled out as the cutest or something. She wasn't prepared for the real world at all. Which makes her fate of being trapped in eternal underwater torture even more tragic.
Or if you don't want to go the incompetent May route, maybe she was actually competent but sacrificed her best Pokemon to help other people. So if she had a good Surfer like Swampert, maybe she instructed it to rescue her family instead, same goes for her other Pokemon. Even if it left herself with nothing but a tiny ass Roselia. May's heroic efforts to save the people she cared about turning out to be useless in the end (after the meteor kills everyone) becomes the main tragedy.
