As much as jaded anons like us say otherwise, the REAL reason for mainline Pokemon's low quality boils down to their very short development times. I mean for God's sake, the gap between S&M to SwSh was almost exactly 3 years (not including the time spent gen 7's third version, USUM, which wouldn't definitely split Gamefreak's resources and management, and that's not even including their real latest flop: Little Town Hero). Literally any other gaming franchise would fucking break under that sort of time constraints, and because of said constraints they don't really have the time to experiment or do something that brings up the fucking "wow" factor, and no greater is this visible than in Sword and Shield.
Being forced to move to a new consol in such short time fucked GF hard and it shows in SwSh. Say what you want about Gamefreak and their incompetent programmers, but they can and have made damn good Pokemon games despite all that.
What's SwSh is is their flagship embarassment - their black sheep on the same level as games like Halo 5, a products made to meet a deadline and appease shareholders.
And the genuinely saddest part is it was the best selling Pokemon game in a long time. Let that sink in, OP.
In some retrospect you gotta blame to fans for consooming this litteral sludge, but at the same time you people have to remember: We're growing with generation of kids who haven't experienced gens 1 - 5. They literally don't know any better, so of course they're gonna buy it anyway.
TL'DR: Short development times + GF working with a bad console they have no experience with + kids buying it anyway because they're gullible
