The Angry Blob from Wobbuffet's scratchpad has one of the blob's eyes covered just like the White Blob, so I think that can settle whether or not the White Blob is winking or smiling. It is most likely actually slime drooping over one of his eyes, and it just makes him look like he's winking.
It then appears that the drooping slime on Angry Blob became the back of Wobbuffet's head that droops down. And Wobbuffet's tail is very similar visually to Twinz. It seems like all his earlier designs have had some influence on the final design, which is really cool.
>>43411046That would explain why Wobbuffet was only found rarely inside a cave. Melting in sunlight makes a lot more sense than "hiding his tail", but they probably realized the sunlight thing would raise a lot of questions during trainer battles that included him.
