I didn't even know these tiles existed. I guess that'll make the transition a bit less jarring now.

The gym leader already owned the garden, when the town started to really fall apart she convinced the Pokemon League to let her run the gym from that location instead, at least until a proper gym could be built in another town. There's a guard stationed on the eastern exit that tends the convince everyone except trainers from going that way so it's a lot more overgrown and abandon then the western half which is right outside a city and has a fair few NPCs wandering around.
