1. Serena tries to confess at the end, but holds off because she feel that she doesn't want to distract him.
2. A combination of friendzone (from Ash) and NTR. A some point in the series, Serena realizes Ash doesn't like her the way she likes him and she moves onto Drew 2.0, Clemont, Tierno, etc.
3. Serena does confess, but Ash (politely) turns her down, stating that's he's not ready for that kind of commitment, and wants to stay friends.
4. They accept each others feelings and maintain a long distance relationship.
Of course take into consideration two things: Ash/Serena has gotten a shitton of promotion and hints on the front end of the series. And two, Serena is not likely to be brought back after Gen VI
