For a long time I remembered the "forest" being full of tree stumps in GS so I was convinced it really had been destroyed. It blew my mind when I finally replayed and realised my memories of RB and GS were muddled together.
The only other place with the stump tile is the safari zone, right? It was probably always meant to be a managed forest that isn't allowed to grow too dense. I'm sure they would have fully reimplemented it if they could but unlike a lot of the other nerfed bits of Kanto it works well this way, seeing it differently as a more experienced character.
