Its just her over all personality design ^^ I really think they did a good job cause, it really separates Rowlet and Litten who where just a Owl and Cat ^^; and we don't only have it as a Sea Lion. But she has a Sea Lion, with a circus neck thing that usually clowns wear ^^; and she also have a pink nose that represents a clowns nose ( *laughs slightly* ) and like I said, she likes to bounce the balloons on her nose
