My theory is that her 3D model is accurate to the concept art, but 99% of the time (including that official promo art) she gets drawn with slightly shorter hair that poofs out to the sides. It isn’t TOO noticeable in her base outfit because the giant red chicken hat draws all the attention, but without the hat, her front profile suggests a longer hairstyle than were used to seeing even though it’s actually on-model with concept art.
