What if it still scaled to your highest leveld mon even if its boxed, but you went into a gym with all your low leveled mons anyways. Should it only scale to active Pokemon?
You people are fucking dumb. You expect this shit to work like Skyrim. Guess what retards? With Skyrim the game only has to keep track of a single leveled player and they can't go down a level like you can in Pokemon by swapping them out.
Please think for more than 10 seconds about this and ask yourself how you would solve this problem. Fucking dumbasses.
