Shit, they gave us the best indication what their back-up plan is when they released that galar design handbook a couple days back. They design regions by mimicking as best they can the places in their artstyle. This means they're likely staying close to Japan for the next instalment of the games (which would support a '22 release) or they're going to wait until they can go abroad to suss out a new place (unlikely, but plausible either meaning a '23 release) They mentioned in April they saw no issues from covid for Gen VIII but did admit there were challenges for the future (first year of a new gen's development is heavily meeting-intensive as they try and flesh out everything before moving onto main production). And then there's the fact they build/rebuild the engine for each new Gen on top and you're just making it less unlikely a new Gen comes next year.
